Google is doing things right. Play store will be optimised such that the apps designed for tablets will appear first when you open playstore via tablet. Further the apps which are optimised for tablets will be marked as "designed for phones".
This change will come to effect from November 21st.
This will encourage developers as well as customers to pick up tablets rather than ipads.
